Alright, I really need some help here, I've been practicing, but I can't seem to improve my drawing in general. Can somebody please give me some good tips? And I don't mean just saying, "Practice", I know that, do you have any tips on HOW to practice? Aside from "using references"
Also, I'm learning C#, which is going nicely. And I learned how to use Google Sketchup, which is very easy to use, it's not particularly good though, and I'm going to learn how to use Maya.
If I can ever get decent at drawing, then I have many Flash project to make, full length ones I mean.

find a comic you like and start drawing the characters in them (on paper) a lot.
and by a lot I mean don't ever let more than 2 days pass without you drawing something.
Psi43 Says:
draw
and you will automatically improve!

I think the best way to improve is to buy a few drawing books. Not the ones that say "100 Cool Things to Draw!", the ones that are like "Cartooning/Comics for Idiots" (not that you're an idiot of course, I have a book titled "Manga for Complete Idiots"). Look in the art section of your book shop and there'll be a lot of drawing books around, mostly on the manga and fantasy styles. I found Christopher Hart to be a VERY good author of drawing books. His anatomy book is just so amazingly easy even I can understand it.
As for Flash projects, try to keep you characters and stories simple. The shorter your animations, the less painful each one will be to make.

Try drawing a thing you haven't drawn before for example twice during one day, then draw it again next day or later, also try drawing poses you have hard time with.
Also try out different styles from cartoony to manga for example.
