UncleMeat: Film Editing Programs for PC

Hey folks, I hate to sound like an ass but I was wondering if there is a film editing program as equelvolent to iMovies. I'm curious if the program is able to not only edit but import from Digital Video cameras, edit via computer, and export it into a .mpeg (iMovies exports it into a .mov) and possibly export it back into a DV Tape.

Pinnacle Studios is a nice alternative, and it's a bit less expensive then the lead competitors. Unfortunatly you need to buy all of their filters, which is somewhat annoying (unless you a pirate like your's truely.)
