So as far as I know the Re-Upload option still does not work. Is this still an active bug?

I did have to hit F5 on the submission page to get the updated image to show. I had heard that only a small portion of the button was clickable, and this was the reason many people thought the resubmit button was not working. The clickable portion seems to be adequate for me, though it does not cover the entire button.
