Formally the Fish Legion Warchief, now Dreadfish High Commander, Ota only holds one goal - to become known as "the strongest". His thirst for power drove him from the fun-loving, free willed life of the Fish Legion to forge his own army, and legacy; The Dreadfish.
His cool and calculating demeanor is often overlooked due to the savage and merciless aura felt by others when on the battlefield.
In terms of attributes and physical build, Ota is nothing above average. In fact, when compared to many of his comrades and enemies, he is considerably weak. However, due to his technological genius, the powersuit which he created increases his abilities exponentially. Like all military-issued powersuits, it grants him an increased amount of upper and lower body strength, at the cost of speed and agility. The powersuit is composed of high-density plates with armored fibre bundles and servos that replicate Ota's very movements. It allows him to easily withstand attacks and survive in environments that would normally kill a human. It also contains a built-in computer that allows him to aim ranged weapons with inhuman precision and accuracy, as well as monitor the status of his vital organs and weariness.
Ota's armor differentiates from the standard-issue powersuit in the fact that it is modeled after what many know as an electric eel.

His power armor emulates the electric eel in the fact that it contains a piece of machinery that resembles the Sachs organ, a stack of electroplaques found within the bodies of electric eels. It is the primary source of communication among these eels. This organ transmits a signal about 10V in amplitude. These signals are used in communication as well as orientation and searching for prey. In other words, the power armor emits a low voltage electric current, engulfing him in a sphere of about 6 meters in radius. The current itself is hardly noticeable, but alerts the user of any assailants who step within the range of the EC-Field.
Not much has been disclosed about Ota's Life before joining the war. However, it has become evident to the public that he and Aurora, one of the three Elite Swordfish, know each other from some incident(s) long ago. Rumors have been spread, but no one knows the honest truth as of yet...
