That's correct. There's a new law that puts children BACK on the booster seats up to the age of 12. It's so stupid that I can imagine 12 police cars chasing a car because the child aboard doesn't have a booster seat.
I made the first two panels look "educational" as a joke towards educational comics where the characters unnaturally talk about important facts out in the open where they could get beaten up. I'm of course refering to high-school comics that talk about
"Don't do drugs!" or "No bullying"
