Hmm... Light blue, I would go with a contrasting color for the hair, maybe a black or dark brown to really bring out the eyes. And the dress? I have no clue.
This is looking nice. Light blue eyes can result in the hair being a silvery color, a light blonde color, or a light pink color. You want colors to match, so the dress colors could result in mild tones, or light tones. I usually color the part and then go to my adjeustments in photoshop and fiddle with the color until it fits well.
I'd suggest silver or light blond too, or very light brown. and maybe blue or violet for the dress ^___^ I remember this pic from deviantart, must fav it here too! beautiful
I'd also suggest the silver and the lighter pastely colors, you always want the eyes to pop. Then for the dress your going to want a contrasting color, but something that compliments the characters skin tone so that it dosn't look like the computer puked out some colors onto some lines, you know?
She can have red or orange-ish hair. It would bring out her eyes, or maybe she would look good with white hair. For the dress...erm I dunno maybe a dark red or violet or a sea green. *shrugs* I never know that to color my own stuff.
Blonde would look lovely for the hair and dark blue for the dress. Pink would also look good for the dress, but she would be too Princess Peach esque, imo.

If not... nilght blue sparkling eyes, dark, shimmering hair and a dress in dark colours... blue, black and red. With much rich gold.

that's so beaufitul! when it's not coloured yet I would choose to the blue eyes, black hair, some silver and blue/purple on the clothing. Too much colours would destroy the mood of it. And for the lips, soft purple not too much of it, should be natural looking. Anyways whatever you do I'm looking forward to the finished piece :)
