It's a pic of Tasuki and Chichiri that I drew about 6 years ago. Note that Tasuki is drunk and that is his sake bottle by his fan although it doesn't look like one. I'd never (and still haven't) seen what a sake bottle looks like, so I took artist license on that.
I had uploaded another version where I had taken out his fan and the sake bottle because I couldn't find this one. But I found this one and decided to post the original.
