In terms of how it's designed, I'm guessing a mix of Rya and Jessica from Bonus Stage. Meh, it's stuff to do I guess.
Interesting new character. I guess time will tell if this one becomes a canon character, maybe even a Shechop. Interesting use of darker shades of purples and blues as a color scheme; combined with her wavy green hair, makes her look villainy >:3 As far as names go, I was going to suggest Shego, but that's already taken apparently.
