This is Elenor, a character from the same story as Hatoshi. She's a wandering mercenary hired to prevent Hatoshi from accheiving his goal of locating the Dragon Queen.
The fact that she has one arm is a blatent rip of Baiken, but I came up with the hairstyle YEARS before FFX was even announced....
