Its Ropponmatsu II!!! I actually had to run to my room to find out how to spell her name
but its fixed. She's from Excel Saga and is an android and one of the many comic reliefs of the series...I often wonder if there is ever going to be a real plot to that series but then figure it would ruin the manga

Though Ropponmatsu II is pixelated in the BG. I guess it intentional because it made the one in the front sand out more.
