Starfox Chronicles: Prologue 1 - The Black Letter
Colonel Pepper
Prologue I
The Black Letter
To: General Miyamoto, CAF
From: Colonel Pepper, CAF
Urgency: High
“I have written this letter in response to the conclusion of the observation period on one, Dr. Andross. The psychoanalysts that have tended to this case have finally reached the decision that Andross is undeniably and absolutely insane.
The crimes he has committed against both the government of Corneria and against society as a whole are unforgivable acts for which retribution much be sought. But, unfortunately, things are never as simple as they seem or as I would like them to be. Our first problem is that now that Andross has been deemed legally insane, we cannot execute him since our current laws disallow using the death penalty on those with mental diseases. It is considered “cruel and unusual” punishment to punish someone in such a manner when they have no idea that what they did was even wrong. Now I personally don’t feel this way about Andross. I feel that he was perfectly sane and still is at this point and has all knowledge of everything he’s done. Otherwise he would have been incapable of doing it, but you know how those vultures from Eladard are, they care not for the consequences of the ruling, only that they win the case.
Now I see why his nephew, Andrew, was so adamant on hiring them…
The second major problem is that the military apparently still wants to see the fruits of Andross’ work. The joint chiefs still want to see the outcome of Project Telecube and the various other experiments Andross had been working on. Now personally I think we should scrap the whole project, but I’ve been outranked on this one so here’s my idea…
Personally I feel it’s a very bad thing to keep Andross in our custody, because if we give him the equipment and resources he requires for his current project he could very easily use them to cause havoc and possibly escape from our custody which would be quite a costly gamble. Instead, I propose we ship Andross to somewhere where there is no escaping from…
On the far reaches of the Lylat system is the planet Venom, a giant hunk of rock floating through space with a completely unbreathable atmosphere and gravity twice that of our own planet. I believe it would be the perfect “asylum” for Andross. We set up lodging and labs down there using our modular equipment and leave him there under observation. This way, if he tried to leave the compound I doubt he’d last very long on the surface, and even if he did manage to find a way to survive out there. He’d still be unable to get off the planet before we found him, if ever.
This way he’s still working for us, under close observation and minimal security, posing minimum risk to society as a whole.
I submit my proposal to you in hopes of a compromise between the military and civilian proposals and a plan that all may benefit from that still executes the proper justice desired by our society.”
Sincerely,
Pepper

Oh! this seems like it's going to be good. I love how you placed the 'pre-story facts of StarFox' into this letter, and make everything connect ever so nicely.
