I drew the line art for her in Open Canvas just as a doodle, then I thought, "Wow, this is better than most of the characters that I make in Flash!" I saved the picture and imported it into Flash, then traced it and added color. The clothing isn't very complex, because again it was just a doodle and I'm still not too good at drawing folds.
The only things I don't really like are the hands (I had them much more detailed, but Flash's automatic smoothing undid it.
If I put the smoothing too low, though, it gets all lumpy and it looks bad) and I think I could have done the shading a bit better. I know it's a strange pose, but I just made it up as I went along.

MX doesnt has the smoothing tool so its all good there. Incase youve got a tablet.. or a not so shaky hand.. Well my hand is shaky and I draw with teh mouse but im fine with it anyway.
you should make it more fluid and pay attention to the way your character stands, moves and other stuff going on in the pic so you can adjust the hair to that.
Also..
Well, I´d recommend you not to use the cliche anime style.
You should experiment with different styles and try which one fits best to what you do.
This is just.. plain overdone and way too.. american by now.
The proportions are somewhat fucked up and her face looks really lifeless, nothing really character like.
The bright colors hurt my eyes. You should stick to some more.. realistic colors, experiment with it by just dragging the colors you want down to the grey scale.
The hair kinda stops too rapid, no girl would want a style like that
The highlights on the clothes are pretty much useless because incase her clothes arent wet and it isnt some kind of latex, no light effects like that would come up, ever.
Thats enough to brag about for now I guess.
