I don't know how you spend your money, but if you play video games, just sacrifice your game money to purchase a cheap webcam or digital camera off eBay. You could probably find a scanner there, too, but I never looked into that.
Beyond scanners and cameras, you might like a graphics tablet. They allow you to draw with a pen, like on paper, on your computer. This helps greatly, and tablets can be pretty affordable. I got mine for $45, from TigerDirect. You can also look on Amazon. They're sometimes cheaper.
