Being a Libra myself i just had to do this type of sailor scout. Normally images of Justice show her as being blindfolded so i incorporated the visor into my scouts design as homage to that. She is able to fight with her Judgment Scepter as a type of staff and only when evoking Equivalent Exchange does the scales appear on either end.
