This is Munkle Gorski. Munkle is a fuzzy whatsit. Munkle is a New Yorker. He's now in the Foam Ghetto because of financial difficulties and a domestic battle with his girlfriend -- who was human, so there was controversy surrounding that.
He's mostly homeless, but he mooches off of people a lot and just sneaks into other puppets' homes -- I guess. He probably could afford an apartment, but he'd rather not.
