Suppose I'll now take the next few pages to discuss the elves in greater depth.
The elves were created not by the Creator, but by another entity. This entity is the Creator's "second hand man" so-to-speak, and is leader of a group known as the Guardians, whom are charged with protecting the multiverse.
This entity is called Guardian Excalibur.
Along with being creating them, he also convinced the Creator to instill new laws into the workings of the universe for the Guardians, specifically himself. The new law simply stated that should a race not created by the Creator or the Great Powers, a group of four entities the Creator made to assist him, then the creator of that race must offer protection to it. To be more correct, if the race was ever in danger and requested the help of the entity that created it, that entity or someone sanctioned by that entity must help them, even if it defies other existing laws.
For the most part, the law was not needed. The elves simply led their own lives, and they became mediators for Apollos. Fate would plan wars and conflicts between various groups, and the elves would act on their own to find peaceful ends. Fate didn't mind, of course.
But eventually there came a time when this law was invoked.
