Lionon is one of Tgr'ek's pets. He's a sjigaru (shee-GAHR-OO), a dog-like garran creature. Their wild cousins, who you might remember, are korobil (http://www.sheezyart.com/view/1686373/). Gene manipulation can do wonderful things.
Anyways, this one's from Bemet, Tiggy's home country.
He's named Lionon beacause Tgr'ek's dearly departed daddy was named Lio. Lionon is like Lio-boy or some such.
