Rest of tutorial:
Once you're at www.iaza.com, upload your first picture. This is a great site for pretty much anything about editing pictures. No downloads, no nothing. First select "Animate" in the combine section. Upload the second picture, and set the Animation Speed to 1/10 second (if you want it to flash and give you a seizure).
Animation loop: infinite.
Now once you've done that, it should flash!
To get rid of the coloured background, click "Transparent" in the Transform section, and click the background on the actual icon.
And there you have it!

Please note, I used Mischevious Wolf's icon for this as I was too lazy to make another one, and my Sly icon was on my other computer.
Not much of a tutorial, but hey.
