this is L dressed as Shige from Samurai Champloo
Shige wasn't a main character (he was only featured in ep.22)
I recently rewatched Samurai Champloo and when I saw Shige I was like "OMFG FLAT HAIRED L!?"
seriously, he looks so much like L but with some differences...as if they were ancestors...*spooky*
