"Coincidence" Character Concept

I feel an explanation is in order.

Almost 5 years ago now, I came up with the idea of making a cartoon about a bunch of characters whose jobs are to control the universe and everything that happens (e.g. characters include Mother Nature, Father Time, maybe even the Grim Reaper). But I haven't paid a lot of attention to this idea, and only recently got back into it. I'm completely redesigning all of the characters though. This is the current concept for "Coincidence".

Coincidence's role is to take orders from Fate. Fate will decide on something that is going to happen, and then Coincidence is left to come up with a solution on how to reach this outcome. He's easily intimidated and can't seem to be able to stand up for himself, but is quick-witted and comes up with a lot of clever ideas. He tries to be friendly and wants to do the right thing, but depending on what Fate has told him to do, this isn't always easy.

This is my favourite concept for him so far, although he looks crossed between an anglerfish and a smurf.
