On forums, the topics radiate out to the users, who have no real persona built up.
On Myspace type communities the users create a firm base which radiates out to other users, with topics popping up here and there.
Both have there merits, but there's no way to make a system that can balance both. (sheezyart is very close, but the focus is still too much on the users.)
The ideal system I say would be to have two websites, one forum, and one social network. Thus you have the best of both, by merely having both.
However the websites would have to remain distinct, unlike the current system on sheezyart. And communication on the social networking website would have to be depressed.
The best example I've seen of such integration would be youtube, which operates similarly to sheezyart, except that the focus is shifted heavily on the videos. Too heavily. And the userbase is comprised of idiots.
