Well, his hair was originally brown in his first appearence in RE2, so it's the correct color in my view. However, due to the fact that RE4 has him with brown-ish blonde hair, it's utterly confusing.
My conclusion - he dyed his hair in order to protect himself from getting caught. Bu-ut, he failed miserably, thanks to Ms. Ada Wong.
Speaking of Ada, I love her expression, and the things she said too.
And you gotta love Hunk.
