More time for the background than the girl?
Unpossible.
The girl has more detail. Unless you couldn't decide what to put in the background, it makes more sense you spent 2 hours on the girl and 1 on the background.
Nonetheless good, but the neck seems a little long. Perhaps some giraffe/Kaminoan DNA there. Also, lack of detail in the chest. But perhaps thats why its unfinished.
I really am amazed though that you did this is an Oekaki paint chat. It takes most people Photoshop to achieve the blended lighting you use. And the thin, semi-haphazard pixelated lines give it a kinda undefined, dirty look, which works with the sorta dark atmosphere.
