This is Kril, the version of Leon Krilangi portrayed in Red Ace's 'Elemental High'. The lines and shapes on his skin are runic tattoos that mark him as a warrior monk, a spiritualist who mediates between the living and the dead. He's holding a ball of energy in his left hand, meaning he's about to use a chakra, a warrior monk technique that allows them to manipulate the elements, to teleport, to summon, or even to perform exorcisms.
The Japanese symbols in the background are symbols for elements that Kril can use chakra from. They read, from top to bottom and left to right:
Blood
Light
Dark
Earth
Wind
Water
Fire
Chaos
PS - I left his shirt and scarf off so you could get a clear idea of what those brands look like.

It's clear that you have a good general idea in your head of what you want--and that's the first step that I don't always get past when it comes to drawing things from my own stories (part of why I have blind main characters...fewer of my characters have to be visually described!

The area around the eyes is particularly intense. Especially considering that this is one of your first tries in a recent time, what I notice is that you've done a good job in placing the pupil/iris area relative to the eyelid. A common mistake, and one that I still have to watch in my own drawings, is to show the full circle of the iris and always place it in the center, but as you're clearly aware, the entire iris cannot always be seen and with certain expressions (except for the absolute most intense emotions) really shouldn't be. With very few lines you've definitely captured his expression.
I also see a lot of detail in the way you drew the belt...I think you're capable of that kind of detail in the rest of your work, but in some ways I think you would be served by spending some time drawing in pencils first (graphite, not color) to get used to shading and such--you probably have a better idea in your head than what's reflected here, but it's HARD to get that out on the computer, especially when you don't draw a lot.
The other thing I would suggest is, as has already been mentioned, considering the proportions and anatomy. If you'd like, I can give you links to the tutorials I use to help me with it because I am definitely prone to mistakes myself if I'm not extremely cautious. And I definitely still need my little "cheat sheets" to help.
