Beautiful shot! I love how the water looks in this...makes it look like somethnig other than water because it's not just running/trickeling down the side, it's shooting out and down,hitting rocks and despersing.
Nice angle and composition. The frozen parts give it a great sense of sensation, like being able to touch the cold wet rocks. Good stuff, well done.
My critique would be that the color correction is pretty intense. And doesn't feel especially right for the image you started with. I would say it's too soft and fuzzy to reflect the feeling of cold that the image seems to exude.
